Display Energy Certificates (DECs) are required on all buildings in the UK which are a “Public” building. That is a building owned and run by any form of Public Body, which therefore includes Local Authority buildings, Schools, Universities, Swimming Pools and Law Courts. Up to the present this affected buildings over 1000m2 only, the requirement toughens up in the future by reducing to 500m2 in 2013 and then on to 250m2 by 2015.
The purpose of introducing DECs is to raise public awareness of energy consumption by informing visitors to public buildings about energy use. DECs provide an energy rating of the building from A to G, where A is very efficient and G is the least efficient.
The penalty for failure to display a DEC is £500 and a further £1000 for failing to obtain an Advisory Report.
DECs are Annual; the first one should contain an Advisory Report and should have been undertaken in 2009.
All DEC renewals must be undertaken by the Assessor (the actual person) who undertook the first report, or a new “Year one” DEC and Advisory Report should be produced.
DECs must be displayed in a Public place; failure to display could trigger a fine.
Renewal DECs are mandatory.
